It was the sense of contradiction in several statements that had me rereading parts of the headline Feb. 16 article "Councilors to revisit tax ideas."Councilor Bill York wants a City Council committee to look at proposals geared to bring more money into the city's coffers.In one paragraph Councilor York states that "the city is heavily reliant on property tax revenues" and "the cost of providing services is growing faster than property tax revenues are increasing. This is likely to be exacerbated by the recent downturn in the real estate market."But then, in the very next paragraph, is the statement, "The inquiry comes on the heels of a Feb. 7 decision by the city budget commission to spend $1.2 million of a budget surplus on new programs."Huh?Which is it? Do we not have enough money to fund current programs or do we have a surplus which is going to be thrown at new programs?When public officials make statements like this it's little wonder that the people view attempts to levy new fees or increase taxes with extreme suspicion.Kudos to members of the Corvallis-Benton Chamber Coalition in urging the city budget commission to put aside the surplus for possibly difficult times ahead.I think a majority of the city's business owners would also welcome seeing the surplus put aside instead of getting hit with a business license fee at a time when things may be just as difficult for them as it may be for the city.Dan Watkins, CorvallisCourtesy will keep roads safer for allSnorting bulls in human form are never attractive.

Saline nasal wash helps kids battle cold

BEIJING, Jan. 22 (Xinhuanet)-- A saline nasal wash solution made from processed seawater may help children with a common cold, according to a new report in Monday's Archives of Otolaryngology.

The solution can help by reducing symptoms associated with the common cold, as well as reducing the risk of recurrent respiratory infections, the study said.

It may be that the salt water has a simple mechanical effect of clearing mucus, or it could be that trace elements in the water play some more significant role, though the exact reason why such a solution works is not known, said Dr. Ivo Slapak and colleagues at the Teaching Hospital of Brno in the Czech Republic.

The researchers studied 390 children between 6 and 10 who had uncomplicated cold or flu symptoms for 12 weeks in the winter of 2006.


Cold doesn't deter tough cyclists

Most Iowans park their bicycles in the garage when snow, ice and subzero wind chills arrive.

But some dedicated cycling enthusiasts are ignoring the risk of frostbite and are pedaling to work all winter long.

People like Gary Hlavka, a civil engineer for the city of Des Moines who uses a mountain bike with studded tires when his commute requires maneuvering through snow. He rides a recumbent bicycle after the streets are cleared.

Chris Guevara, who lives on Des Moines south side, is also a regular winter bicyclist, riding downtown daily to his job at Principal Financial Group.

Ernie Fisher of West Des Moines has been riding his bicycle to work daily, year-round, for 42 years. Most of those years involved a 17-mile round trip when he taught at Monroe Elementary School in Des Moines.
